This is something that has been around for ages as a problem. Basically the
publishers are reluctant to provide an electronic copy for copyright
reasons, they are afraid of multiple copies being made to the detriment of
their sales.
Since publishing is electronically based all modern texts must be available
in this way too. The clearest example of this was when a publisher came to
my department and offered to publish an electronic book for us made from
several relevant chapters of different books of theirs (there was no single
book of theirs being recommended).
Regarding electronic copies of any modern text - all that is needed is the
will to do this.
I know in the past that visually impaired students on writing personally to
the publisher have managed to get an electronic copy, not otherwise
available.
