Hi Pauline,
One of the main reasons for a student needing an Ed Psych Report on entering HE is to secure the DSA (rather than to specifically identify areas of strength and weakness / support strategies that could equally come from assessments undertaken by specialist teachers etc).
Additional support for an FE student funded through the LSC does not require an Ed Psych Report in the same way as DSA. We routinely screen using e.g. the DAST and would use engines such as WRAT to establish literacy levels / support requirements etc. In terms of the re/post 16 issue an identification should stand since a specific learning difference isn't a illness one grows out of, but up to date measures of literacy etc (whether undertaken by Ed Psych or specialist teacher) would be good practice in terms of identifying need.
Hope helpful, Joel

Subject: Re: Diagnosis required for FE students
Dear All,
With apologies for cross posting.
I wonder if any of me FE colleagues can help me. I have a letter from a
student who will be starting an FE course with us in September. He has
attached his last statement from school which says that he has ADHD and
takes Ritalin as well as having features of dyspraxia and learning
difficulties. The report is dated just a few months prior to his
sixteenth birthday.
I know for HE that most LEAs would want an updated report. However,
what do FE colleagues do? Do you accept this as sufficient evidence of
disability or do you require students to undergo a more recent Ed Psych
report. When the student arrives with us in September he will be just
on eighteen years old.
Looking forward to hearing your advice.
Kind regards
Pauline
