Many thanks to everyone who suggested solutions, which I will pass on.
Meanwhile does anyone have experience of the Safe & Sound cordless help alarm (unit cost £7.95)? It is certainly cheap and may be suitable although a 100dB alarm is likely to disturb other students in the flat! We only envisage the device being needed to contact helpers within the same flat in halls.

Hi Clare,
I have used Attendo alarms in the past for a disabled student to alert their
carers. I am attaching the link from their website for the Horizon Call
system, for your information.
