It is rather puzzling why/how a student would be doing a health related
course and not eligible for a bursary OR not working for a health service even part
time.
If the student is not employed, surely they are eligible for a bursary even
if they do not take it up.
If they are working part-time for a health service (NHS Trust, GP, etc) or
seconded from a full-time post then the LEA should administer the DSA.
Could you explain how they do not fall into either category.
