Hi John
You are right in that there will be a balance to be struck between what
the student's own DSA can pay for, and what the institution pays for.
Generally, the cost of getting text books and so forth into the right
format for the student can be charged back to the DSA (although be
warned, often the DSA is not enough to cover the costs involved, even
where you can get agreement from the LEA to bill them for this work
under the Non Medical Helpers allowance).
However, there may be other materials that the student would need and
which fall under the institution's remit: e.g. module or course guides,
lecture handouts, exam papers, and anything else which the institution
would ordinarily print out or provide for any old student. The LEA will
likely balk at being billed for providing these in the right format as
they will point out that the institution should itself pay for these as
reasonable adjustments.
