Certainly those who are there can see it, as you can see them.
We should see those who see is probably an apt comment. All the privacy
rules seem to promote that in some way, except for those interests arguing
special circumstances where seeing could compromise a special purpose, so
exemptions come into being.
Knowing what somebody is going to read, or reads, or listens to or watches
can be used to attempt to influence that person in many ways. Surely that
type of risk would cause some alienation of library customers.
