It would be necessary to make enquiries in the USA to determine what
Federal/State regulations may protect data held for the purpose(s) you
enquire about. Without details of purpose(s) it would not be possible to
answer your question accurately.
If it is possible for the database in the USA to be legitimately accessed by
processors within the EU, the protections of the data protection directive
and any other relevant local regulation or agreed contract would apply.
I have taken the precaution of sending you a response directly as it appears
