Sorry if I've missed something but has anyone got a perspective on the following which I found in the EU Justice and Home Affairs newsroom? Can you give us a summary of its implications?

05-10-2005 - The European Commission proposes adequate safeguards and effective legal remedies for the transfer of personal data for the purpose of police and judicial cooperation in criminal matters
Today, the EU Commission has adopted its proposal (COM (2005) 475/5) for a framework decision on the protection of personal data processed within police and judicial cooperation in criminal matters.
This proposal responds to the need for a comprehensive third pillar data protection regime at EU level as well as for a more effective cross-border exchange of information between law enforcement agencies. It reflects the EU Commission overall approach of strengthening international co-operation to ensure security and protection for citizens together with the safeguarding of fundamental freedoms, particularly the right to privacy and data protection. It includes general rules on the lawfulness of processing personal data, provisions concerning certain forms of processing such as further processing, rights of the data subject, confidentiality and security processing, judicial remedies, liability, sanctions, supervisory authorities and an EU Working Party on the protection of individuals with regards to the processing of personal data for the purpose of the prevention, investigation, detection and prosecution of criminal offences.
This proposal which should be soon flanked by another EU Commission proposal on a Council framework decision on the exchange of information under the principle of availability, is to be considered in close relation to the proposal for a Directive on the retention Data (COM (2005) 438) that the EU Commission adopted on 01 09 2005.
