Firstly, you should check that they do have the powers quoted and those
powers cover their request.
Secondly, if you have any doubts about the identity of the requester and
their level of authority, I'd contact their office and get written
confirmation from a more senior person. In effect, treat it like a s.29(3)
from the police.
Thirdly, the whole definition of 'attendance' in HE is fraught with
difficulties. Some courses have very few contact hours. Some students may
well be able to study independently. You may measure attendance in a variety
of ways. Here, the definition of attendance is a matter for each academic
school. In my opinion, a student who completed their assignments and
assessments would be considered as attending.
