While I appreciate your ire at poorly conducted, poorly targeted and poorly
timed sales calls, Carl, I think we all need to remember that whatever
sector we work in, or even if we do not work but claim benefits, no-one gets
paid unless someone, somewhere, sells something.
We are paid because of our efforts ourselves to create business, or because
someone else in our organisation created business, or because someone in
another organisation created sufficient business for taxes to be paid and
thus allow us an income.
That does not mean that each of us as an individual has the duty to accept a
call, though. It just means that there needs, surely, to be a way of
eliminating the incompetent and intrusive, and getting rid of those from the
marketplace.
Our argument is not against calls per se. It is against any relaxation of
the already lenient rules about auto diallers.
With regard to CLI and overseas calls this is likely to be a soluble
technical issue, or even a marketing issue between carriers that they lack
the commercial pressure to solve. However, even with international CLI
there is no concept of international TPS.
With the latter, Should there be international TPS? If it existed would it
create more abuses than prevented calls (I have visions of the Nigerian 419
scammers using the block list as a source of real numbers!)? If it existed
how would one enforce it?

I personally find telesales calls to be an insidious invasion of our free
time. I and many other people I know refuse point blank to accept these
calls and usually just hangup when someone calls.
However, predictive dialers are worse. They usually do not present a
telephone number and are silent when no sales droid is free to persuade you
to part with your cash.
For people like myself, that's a nuisance, for my parents and grandparents
generation, it's a concern as they have no idea who the call is from or what
It could be about. People of these generations often think its malicious in
nature.
I'd go as far as to say that all outbound telesales should be made illegal
with prison sentences for directors who allow their company to do this.
