The Inland Revenue prefer people to be employed rather than
self-employed/freelance -- they collect more tax and NI more reliably
that way, through PAYE. So they are looking for various pieces of
evidence to prove it either way.
Contracts are one piece of evidence amongst many, but the fact that
someone only ever works for one employer is a major indicator that they
are actually employed rather than freelance.
