There is also a small add-on for Windows XP that allows the magnifier to
run on the start bar along the bottom of the screen. You can then make
the task bar larger if you wish. I don't know how much use this is in
practise, but you may like to try it and see.

It's called taskbar magnifier: there's other useful stuff there as well.

Have to tried experimenting with Windows built in
magnifier, but set to a magnification of 1 (Normal
size).
You can set the upper (magnification) window such
that it effectively provides a ruler.
Cheap and cheerful, but it works for many.
