mechanism which blocks out the top and bottom sections of a screen allowing
the user to focus on the area to be read. Cost £79 exc.VAT

Have to tried experimenting with Windows built in magnifier, but set to a
magnification of 1 (Normal size).
You can set the upper (magnification) window such that it effectively
provides a ruler.
Cheap and cheerful, but it works for many.
