We had a student going on a study year in the USA. The insurance policy
arranged for his peers with support from the university was such that he
couldn't be covered for the first six months. The student's LEA agreed
to fund this 6 month "gap" via DSA on the grounds that he would have
been disadvantaged otherwise.
