Notes from Dave Laycock
The effect of the new application procedures for student eligibility has
been considerable delays in the receipt and processing of new applicants. My
best estimates are as high as 30% shortfall compared
with what we could have expected by this date so we can expect a
glut to appear in late June or July. Members should be made aware
of this (if they don't know already) and we might wish to consider
contingency plans for dealing with the problem.
1. LEAs have been encourged to insist that new applicants should
use the electronic form- but the student form isn't working yet. Some
LEAs have sensibly gone back to paper forms but some haven't.
2. Processing electronic forms is far slower than predicted so that
some awards officers who could get through 100 applications a day
last year are lucky to process two.
3. The eligibility form has been stuck on the front of the means
testing one and new deadlines issued. The result is applications for
DSAs (which are not means tested) are being withheld until parents
are ready to provide the means testing information. Last year's
deadlines were early April, but the last date for applying this year is 2
July.
Many thanks
Jenni
