You need to look at a different bit of Chapter 7a - or the "2004/05 Student
Finance Implementation Project: Disabled Student's Allowance" as the new
version is rather snappily called.

I'm not sure where you've got the bit about the placement needing to be
compulsory from. If the placement is paid (and even if it's not paid and
doesn't fit into one of the named public and voluntary sectors), and the
student isn't studying at his institution for 10 weeks or more, he is not
eligible for DSA funding for this academic year, whether the placement is
compulsory or not. This isn't up to LEA interpretation - this is a
Regulation.
DfES have been asked to look into funding for students on placements, but
this is how it stands at the moment.
While I'm on, people may want to be aware that DfES have introduced a
standard student consent form (DSA4) for full-time DSA applicants which has
been distributed to LEAs. This is also available through their website at
http://www.dfes.gov.uk/studentsupport/uploads/Disabled-students-consent-(DSA4)

Full-time students who wish to apply for DSA may be asked to complete this
form in addition to their Student Support application forms. Part-time and
Postgrad students will not need to complete this form since the
declarations are covered in the Part-time/Postgrad DSA application form
(DSA1).
It may be helpful to encourage students to tick the boxes on Page 3 to
ensure we have permission for communication between the various parties
involved in the DSA application to speed things up for the student.

It may depend on the status of the student whilst on the placement. If he
is employed by the placement firm, then they have obligations under the DDA
part 2 (employment), so additional costs could be paid through that. If he
is not, then you can argue that it is linked to the Course.

I am trying to sort out a student on placement and have at hand Guidance
Chapter 7 which would seem to suggest that if a placement is not a
compulsory element of a student's course then no DSA will be forthcoming,
yet on the other hand if an activity is linked to the corse of study (see
page 28 of the April 2003 guidance), exemplified by a student studying
drama incurring costs as a consequence of participating in a drama group
and a music student belonging to a choral society then DSA costs may be
forthcoming.
So, my student, following a computer studies degree but who has chosen to
undertake a placement year would seem to both qualify and not qualify -
depending upon which bit of the guidance is used...can anyone out there
help me understand this better or steer me to more definitive
guidance...or does anyone know of a DfES / DSA Hotline one can use for
clarification on such issues?
