Thanks for the clarification.
It seems to me that the biggest problem with "so long as they
fulfil all other eligibility criteria." will be the one that states that
they must be studying at least 60 credits over the year. Many of our
seconded nursing students are not, and their commitment is very part-time,
such as an afternoon a week. I think I'm right in saying students in this
position won't qualify for DSA...?

Basically DfES agree that the fact that has their tuition fees paid
shouldn't disallow them from receiving a DSA. Other eligibility is things
like home students, residency status etc,
As they are receiving a salary, this may impact on their eligibility
for means-tested support, but as the DSA is not means tested, it is
therefore not affected.
