Basically DfES agree that the fact that has their tuition fees paid shouldn't disallow them from receiving a DSA. Other eligibility is things like home students, residency status etc,
As they are receiving a salary, this may impact on their eligibility for means-tested support, but as the DSA is not means tested, it is therefore not affected.
