In theory DSA applications can be made anytime within the three years
of the degree. Obviously LEA responses change the later bids emerge,
but there can be no case for an LEA refusing to process an application
after Christmas of the final year. So much depends upon what is the
asked for, the case made for it and how it is justified, but a flat refusal
is not within the rules.
