Oh dear - I think some one's being a spot literal in their interpretation
of the Student Support Regs. Students ARE supposed to apply for Student
Support within the first term of the start of the course, BUT LEAs have the
discretion to approve late applications. There's a further deadline for
students submitting financial info within 9 months of starting the course,
but the Notes of Guidance (Chapter 3 if you want to look it up on the DfES
website) specifically state that even this deadline does not apply to DSA.
Chapter 7a states the following:
"B23 Students can become eligible for DSAs at any point during their
course, not just at the start of their first year. Some students become
disabled or have a disability identified after their course has started.
Others may decide to disclose their disability only after their course has
started. Equipment needs may arise later in the course. LEAs must not,
therefore, adopt a policy of only accepting applications for the DSAs at
the beginning of a course."
It's as strong as DfES advice gets - hope it helps.

Sorry List, 3 in one night is a bit much!
Can an LEA approached in January for permission to proceed with a DSA
application say that it should have been in during the first term and they
won't countenance it now until next Autumn?
It took all term to get one of my students to an appointment with an EP.
When she turned out as positively dyslexic & we had the report, it was
January. I have been trying unsuccessfully to speak to the right person in
the LEA but am hearing disquieting things suggesting the above from people
in that office.
Can they really do that?
