Let's be fair. LEAs have a duty to serve the residents of their area. At this
time of year a student in the 3rd year who suddenly comes forward may still
have to wait 2 months for an assessment. Add about 6 weeks of back and forth to
check the report and deliver the equipment and the course is over.
If an LEA is asking for this sort of help for a 3rd year student we should
not assume that the whole system is crumbling or that LEAs have lost faith in
the system.
It could just be that the LEA is trying to be helpful and rather than just
look at another report and pull of a list at least they are trying to get the
HEI involved.
It's not ideal but let's not condemn it out of hand.
