My understanding from my days dealing with part-time students in Student
Support is this:
A student can get a full loan, even when they are studying part-time, if
they are registered as studying part-time on a full-time course. It's only
if they are re-registered as a 'part-time student' on a part-time course
that things change.
Fees: If a student is going to take an extra year to complete their studies,
then fees for that year are discretionary. The student would have to
contact their LEA and make a case for mitigating circumstances - disability
is often accepted as enough reason in itself (as an LEA could come out
looking pretty bad if they turned such an application down).
