My understanding is that the Fire Brigade's stance has changed & they will not guarantee evacuation, which leaves the responsibility up to the individual institution. I know that Southampton have developed a policy, and also Aston are finalising theirs. We are attempting to put one together here but have a long way to go. I am interested to hear how other HEIs are approaching this, as it is a major concern.

I am interested to find out whether any HE institutes have evacuation plans
(endorsed/approved by the Fire Authority) which anticipate that the Fire
Authority will assist in the evacuation of some students (for example,
disabled students from refuge points), or do most institutes take full
responsibility for evacuation of all people, independent of the fire
authority's assistance.
