Think their technical name is "tool tips" and provided they are switched
on in the relevant application, that is the productivity app not the
screenreader, then Yes.

Can screen readers read the boxes that appear when you put a box that
will appear when you put your curser over a symbol. I am thinking of
such things as the boxes that appear when you put when you put your
curser over the various symbols on your toolbar which tell you what the
symbol means.
