There is one funding council that we've had particular difficulties with
and whose practice seems quite out of line with all other funding
bodies. I wonder if it's the same one?

Subject: Refusal of payment for software installation and support
We recently assessed a student funded by a research council. We
recommended a computer and a variety of software. Included in the quote
provided were costs for the setting up of the computer and the
installation of software. There were also software support costs, to
cover any difficulties with the software throughout the students course.
The funding body refused to pay these costs on the grounds that they are
an institutional responsibility.
Has anyone come across this before, and can you shed any light on
whether or not the funding body are right?
