We had a problem when a "Radio Aid" was recommended and the LEA were
refusing to fund this, because they felt it should come from the
students medical provider i.e. NHS
the LEA finally realised the difference between Radio Aid and Hearing
Aid, and agreed to fund the Radio Aid.
I would imagine though that an LEA may raise concerns that the
individual would face problems if a set broke down regardless of their
student status; therefore would not fund this because it is not an
educational need but a general need.

I haven't had experience of this, but I expect you already know that for
employees the cost of digital aids can be covered through 'Access to
Work' funding - I would think that the arguments for so doing must be
similar.
