Well if he can't get cable, he will just have to get a telephone.
BT have a good offer on at the moment - £19.99 a month for Broadband, capped at 1 gigabtye of traffic per month, which is usually adequate unless he's downloading huge music files or such like.
If you talk to BT, I believe you can have it installed without an actual telephone connection.
