Programs like texthelp read and write, highlight the text as it is read
out by the screen reader (so the student hears the word as well as
reading it), you can turn the sound off if needed, and the speed can be
altered as well. The highlighting can be altered to preference as well.

Have thought of - highlighting text line by line in web or
document using
preferred colours - select text and underline or make bold or
use
different colour in documents.
Some kind or ruler that will fit on a flat screen and slide up
and down?
Clear stiff film with a line on it?
