I would agree with Kate that there is no substitute for a trained note-taker. There are two national qualifications available (one written by and awarded by the Council for the Advancement of Communication with Deaf People, and one written by staff at City Lit, and awarded through the Open College Network), and training lasts at least the equivalent of 5 days - covering DDA and SENDA, equality awareness training, lots of practice and technical training (e.g. note-taking conventions, layout, carrier and technical language), and lots of feedback for the trainees.
As well as resulting in a professional service for disabled students, training (and subsequent qualification through a portfolio) gives the note-takers more confidence and more reason to act professionally and as part of the support team as a whole.

At Anglia Polytechnic University, Cambridge we employ graduates, of which
there are many. They are not qualified note-takers but if you can match them
with a student on the same/similar degree as theirs we find them more than
'qualified'.

It is quite hard looking for a qualified notetaker although a place in
London called City Lit might be able to help you with this. However,
not all students really need a qualified notetaker and we often get
postgraduates to act as notetakers which means you could advertise at
the two universities in Oxford for a person or you could advertise in
one of the local oxford papers for a person who would be prepared to
undertake this role.
If he has already started the course and is in need of someone, you
might have to forgo the 'qualified' bit.
