I am interested in your assertion in these that parental consent is required
for those under the age of 18.
I am as certain as I can be that this advice is incomplete. The child, even
as a minor, is entitled to give or to refuse consent as long as he or she
understand the implications of doing so. Scotland is, I recall, subtly
different here.
However all this has nothing to do with a private person taking a private
film for a private purpose.
