Now, let’s get really naïve. What IS "held electronically", in precise
terms? Are magnetic dots in magnetic media "electronic" or merely
"magnetic"?

Although this may be the next step towards reducing the rights of access,
the most recent case only drew a distinction between records that were held
electronically and those that were not. Maybe the next judge will advance
the erosion by agreeing with you that non-searchable-at-record-level
electronic records should also be exempt - at least until they are restored
to a searchable system.
