There does rather appear to be an ongoing Principle 7 weakness in many
organisations when historical Principle 7 breaches with similar
circumstances are considered.
I had thought that in the public sector the new information security
structure might improve those matters, causing people to think more clearly
about information security issues. Maybe that is a causative factor,
thinking about the matters more clearly illustrates any paradoxical dilemmas
existing at the individual level; Paradoxical dilemmas which are rarely
effectively addressed at an organisational level, but whose complexities are
often familiar to DP practitioners.
If this breach is any indication it does not appear the new centralised
public sector security structure is being any more effective than what
existed previously.
Perhaps Freedom of Information will provide more focus and clarity.
