To paraphrase the IC's advice on disclosure of information to elected
members - available at

- when members are acting in the role of a member of the council they are
in basically the same position as officers. Therefore they should only be
given information if they need it to do their job and should only pass it
on to others as and when appropriate. The question has to be asked, then,
whether the member concerned actually needed information relating to
individuals or not in this case and whether the disclosure was appropriate.
The original message states "No other working associates were present,
merely members. The employee's name was not disclosed." but goes on to say
that the employee has made a complaint. That has to mean that either
somebody identified the employee and told him/her or the disclosure was
recorded in minutes from which the employee (and others?) was able to
identify him/herself. Either way there was sufficient information to
identify a living individual.
IMHO the member is on dodgy ground.
