As a general rule, if your data subjects are the public:
If you are wanting consent for junk mail (by post) you can offer an opt out
box at the time you collect the data;
If you want consent to junk mail electronically, give the person a chance to
opt in;
If you already have the data (obtained for another purpose) or have purchased
the list, ask the customers to opt in to further mailings (post or
electronic) when you first contact them for this new purpose.
