I thought I remembered the Scottish Parliament dealing with this issue
before legislation was introduced in England and Wales. However, I couldn't
find a lot of detail. Here is the order (link below) that allows
non-personal council tax information to be provided to anyone who asks.
Explanatory Note
These Regulations provide local authorities with a power to supply relevant
non personal council tax information to any person who requests it. Relevant
information is defined at paragraph 17 of Schedule 2 to the Local Government
Finance Act 1992 ("the 1992 Act") as information which is obtained by the
authority for the purpose of carrying out its functions under Part I or Part
II of the 1992 Act and is not personal information. A definition of
"personal information" is given at paragraph 17(3) of that Schedule.
In addition, Regulation 3 allows authorities to charge a prescribed fee of
£500 for the supply of the information.

I'm now not sure if the use of Council Tax data for the empty homes
initiative applies in Scotland. Having looked at s.85 of the Local Govt Act
2003 and Explanatory Notes it seems to only apply in England and Wales.
Does anyone have any idea if this does apply in Scotland...any help greatly
appreciated. Any Scottish colleagues dealt with this issue?
