Arthur,
The Human Rights Act probably will in relation to the privacy which should
be accorded in a changing room/area.
One of the legal eagles in the group may be able to oblige you with details
of a relevant court case to link into, if not, your own organisations
solicitor should be able to research that.
What other purposes is the village hall used for? Could one of the other
uses compromise the installation of cameras or the need for their DPA
compliance? Is security needed when the village hall is legitimately
occupied? E.g. is the burglar alarm on when the property is in use?
Oddly enough, you might find some support in the control of recording in
sensitive areas in the surveillance legislation/guidelines.
