Isn't the underlying issue, that many manual personnel files would be
excluded under the Durant definition since they are often complied
chronologically rather than in a "structured" fashion. This would
therefore exclude (in general terms) them from DPA.

Obviously the FOI amendment changes that and, personally, I'm still
struggling to get my head round that !

I think we're going to stick with the basic split - if its personal and
about the applicant it's DPA, otherwise FOI - and wait till someone
complains that we're doing it wrong....
