This issue was raised at our FOISA training course. The answer, to
paraphrase the Scottish Information Commissioner's advice, is 'tough'.
The twenty working days are clearly defined in the Act. Only recognised
bank holidays are not working days, so school holidays count.
The problems have been highlighted and suggestions, not entirely tongue
in cheek, have included closing up letter boxes over the holidays.
