Where are you coming from where are you going to?
DP98 does not apply just to British citizens, residents or visitors. It applies to
any data controller (or processor) who is based here and who is processing
personal data. Thus citizens of non EU, EEA etc countries have the same
rights as EU etc citizens.
As far as I am aware your example student would have exactly the same rights
as a British student. In fact s/he would have the same rights if s/he was studying
for a degree by distance learning and never set foot in the UK. The key is that
the student's data would be processed here and has nothing to do with where
the student actually is.

Is this what you are asking? (I think it is).
Add to the confusion. Your personnal data which are processed in Barbados
by Barbadian or other processors are controlled by Barbadian legislation ....
It is only Tuesday y'know.
