I can see many reasons why it should **not** be real data. If I was one of
your benefits claimants and found out you had used it for this purpose or had
disclosed it to be used for this purpose, I would definitely take action.
Whether that action would be successful, even whether I'd get the IC's support for
the action, is another matter.
It would be interesting to find out which councils had already used this
organisation for the training and whether they really had used real data for
training purposes.
