No, that's not what I'm saying - but I do expect reasonable checks to be
made when someone's personal detaiuls are being processed.

I think the trouble is that all they've done is to automate the process and
ask for the name of the registered keeper connected to the number plate
instead of bothering to check the vehicle type as well.
I will happily make an allowance for human error but I make no allowance
for somebody not bothering to do the job properly in the first place. They
know very well that people commit these illegal acts all the time - all the
more reason for them to make proper checks.
