What are the terms and conditions? If they are specific enough to state that
the employee must receive their payslips at their home address, the contract
route might just work. But which address? What if they have two homes? What
if they want it sent to their weekday rented accommodation rather than their
registered home?
If the employment contract does not mention how the payslip will be provided
to them, you should give employees the choice.
As a council tax payer, I would prefer councils distribute payslips in-house
as it saves money for its over-charged, under-serviced consumers. Only
joking, I think councils do a great job and I would gladly sell my home and all its
contents just to pay the council tax.
