It is the licensee's legal obligation to ensure they don't sell alcohol
to anyone underage - so as long as the student can prove they are not -
by a card or passport or whatever is appropriate, produced by them -
then licensee can sell to them.
I don't think there should be any need to pass data around. If the
licensee isn't satisfied, s/he doesn't sell the young person alcohol.
Simple as that. And as long as it is clear what they will accept as
proof , most students (I was one) will do anything necessary to get a
drink, including, if they look 12, carrying a card/passport/whatever!!!
So I think its being clear what the licensee will require from each
student as to proof of age where there is doubt - assuming it's a card
of some sort, passport or birth certificate.
The licensee should have had training about who they do/don't serve, &
managing/handling under-age drinking before s/he got on the licence, as
should any/all bar staff, though the latter is probably a pious hope, it
was when I did bar work. The local licensing Inspector is often helpful
at giving advice on this topic too.

Why not just have the bars require the same "Citizen card" or whatever
cards that pubs do? Even my local Co-op has a sign that says it will
refuse to sell alcohol to anyone appearing to be under *21* (yes, 21)
without an ID card that says they are over 18.
