Thoughts would be welcome from those in the HE sector on the following:
At Lancaster we collect lots of information about incoming students, mostly during the admissions cycle but some at registration. This data includes date of birth. The data is shared with all relevant staff in all relevant managerial units. We are collegiate at Lancaster so college staff have access to this data and will use it for all the typical purposes of the college; providing welfare support and advice, sending out details of forthcoming events such as college graduation, contacting next of kin in emergencies, etc etc.
All colleges run their own licensed bar. The licensee is line-managed by the relevant college Principal. We've recently had concerns expressed by various staff that some students arrive under-age (mostly 17, in one case this year only 16). Hence, some people are demanding that the licensees in each college be sent the names and photos of the relevant students to ensure they don't serve them alcohol and thus break the law.
So far, I've resisted these calls because I have qualms about fair processing (our FP statement says nothing about student data being used about to help manage our licensed premises, and the data certainly was collected with this in mind) plus some about contravention of Principle 6 in terms of individuals' rights.
Can anyone think of concrete reasons why I can refuse disclosure to licensees in addition to the FO considerations? Or are any other institutions in fact dealing with this by warning under-age students in advance and then warning licensees who will be under-age?
Any thoughts/ experiences would be welcome.
