I remember one council who set up live webcasts in their registry office to
capture and transmit worldwide all civil weddings they performed. Following an
objection from a young woman who was marrying against her parents' wishes,
they decided that the policy would be changed. Now, if anyone objects (bride,
groom or guest) the camera is turned off.
Article 8 of ECHR immediately springs to mind but whether that would apply to
a public meeting I'm not sure. As Principle 8 may apply (if the processing
falls under DPA) then I would be struggling to find an exemption that allows it
without explicit consent from each person caught on the webcam(s).
