DPA gives a right of access to information, not documents. So, you can disclose the contents of the letter by typing it up or some such. Assuming that the third party can't be identified from the phrasing, say.

Hi All
Member of the public has phoned in to ask if he can have a copy of a letter which has been sent in anonymously making a complaint about him. How he knows a letter has been sent in - I don;t know but the fact that he does know indicates to me that he knows who the sender is and can therefore identify the individual? Help - do I send hima copy of the letter? All views greatly appreciated as usual.............
