Strangely, the form that the student uses to get an extension of stay part way through the course (or at the end if progressing to a higher degree) includes a statement on page 10 to the effect that the student understands that the Home Office may make enquiries of the institution about how the student is progressing.

The form that the student uses initially to come here does not seem to contain a similar statement about enquiries about whether the student turned up in the first place.

Has anyone else come across Schedule 2 para 5.c being used as relevant
condition for releasing information to the Immigration Service about whether
or not a student has registered/left the country etc.
Does the Immigration Service count as a government department?
Would they need to provide evidence that they required the information for
the exercise of their function? (They have stated simply that they need it
to exercise their function.)
How do you go about making this processing "fair"?
