It matters not what form the camera takes - built in to a phone, digital or
conventional film. If the device is used covertly then a RIPA authorisation
is almost certainly required.
The traffic warden was obviously using the camera overtly (so RIPA doesn't
apply) and I imagine that the purpose would have been the legitimate one of
recording that the car had been parked illegally and was being removed in a
proper manner.
