In this instance it might be useful to understand whose idea it was for
the individual-off-sick to go to the conference in the first place. If
it was his, then it is more likely that he understands the requirements
for photo-ID, especially if he has attended a similar conference before.
(As a side issue, in past years, I recall being asked for the
numberplate of my car, even if not driving to the conference; I wonder
if that's still required.)
