Whilst, at face value this seems like a good idea, given that: (i) Members
of Parliament are NOT allowed to use House of Commons stationery or postage
provided at the public expense for similar purposes; and (ii) the Electoral
Registration function is legally separate from that of the local authority
to the extent that it has to be separately registered (i.e. it may not be
included with the other umpteen services included within each local
authority's data protection register entry); it sounds distinctly to me as
if a local authority that undertook such targetted mailings may be acting
ultra vires.
